c668226651 Fix Keywords so that by default, only Keywords from published assets are returned. 
Reported as bug against the StoryManager, but also affects Wiki, Shelf.

d744551c31 - rfe: Not being limited to single-worded Tags 
- Exposed keywords API to all assets through edit screen. Now keywords are
   searchable and add metatags for all assets.
